2. Approximation of the draft legal act with the provisions of the Sta-
             bilisation and Association Agreement between the Republic of Mace-
             donia and the European Communities and their Member States

             This part of the Statement on the Approximation refers to the approx-
             imation of the draft legal act with SAA.

             2.1. Provision of the Agreement relating to the normative content of
             the draft legal act
             The provision or provisions of the Agreement are indicated, which
             refer to the normative content of the draft legal act, so that the Chapter
             and the Article of the Agreement is cited. In that case, part of the pro-
             vision content of the Agreement to which reference is made is to be
             cited. Provided that the Agreement does not contain provision refer-
             ring to the normative content of the draft legal act, the proposer should
             indicate that fact, and it that case items 2.2 and 2.3 are left blank.
             2.2. Is the legal act in conformity with the Agreement

             The boxes YES or NO are ticked.

             2.3. Reasons for failure to fulÞl or partial fulÞlling of the obligations
             deriving from the said provisions of the Agreement

             If the obligation is not fulÞlled or it is partially fulÞlled, the proposer
             is obliged to indicate the reasons irrespective of their type (economic,
             Þnancial, social or other reasons). In that case reference is made to a
             relevant impact assessment analysis, study or another document, and
             not stating the reasons in general. Moreover, it is obliged to indicate
             the time limit within which it intends to fully fulÞl the obligation.

             3. Approximation of the draft legal act with the sources of the EU law

             3.1. Provisions of primary sources of the EU law
             The title of the Treaty of Establishment, part, chapter and article there-
             of are cited. (e.g. Treaty on the Functioning of the European Union,
             Part III, Title IV Free Movement of People, Goods, Services and Cap-
             ital, Chapter 1 Workers Article 45). Primary sources of the EU law
             are the Treaties of Establishment (Treaty Establishing the European
             Community, European Coal and Steel Community Treaty, Treaty on
